In January 2026, we introduced a new way of working through a Circles model. This approach strengthens how we shape, deliver, and learn from our work, ensuring our decisions are informed, inclusive, and impactful.
Our Circles work together to develop ideas, test approaches, and refine plans as needed. While individuals remain responsible for agreed actions within their areas, learning is shared across Circles to help improve, adapt, scale, or redirect our work.
This model enables us to work openly, with clarity and shared accountability.
Our Circles



The Strategy Circle provides direction, oversight, and accountability across the organisation.
It:
- Sets priorities and long-term intent
- Ensures alignment with system goals and funding requirements
- Makes decisions that guide organisational direction
- Interprets data, insight, and learning
- Holds overall accountability
The Development Circle focuses on shaping and designing our work.
It:
- Develops and refines ideas
- Tests alignment with strategy and community need
- Brings in community voice and lived experience
- Prioritises areas of focus
- Builds evaluation into programmes
The Development Circle decides what the work needs to be.
The Delivery Circle turns plans into action.
It:
- Delivers programmes and projects
- Creates and applies effective processes
- Coordinates people, resources, and funding
- Collects data and insight from delivery
- Identifies risks and challenges early
The Delivery Circle decides how the work will be delivered.

Together, the Circles:

- Agree actions collectively
- Share responsibility and accountability
- Strengthen our foundation principles
- Create space for learning, challenge, and reflection
This structure allows us to work in a transparent, collaborative, and responsive way ensuring our work remains relevant, effective, and community-led.
All Circles are connected to, and supported by, the Together Active Governance Board, ensuring strong leadership, oversight, and strategic alignment.
